If its low on competition you can put it the keywords across the title, tags and body of your post.
If you put 3 keywords in the title, 5 in de tags section and the rest across the body of the post you are very likely to rank. Also make some backlinks to the post using the same keywords as anchor text. This will do the job if the competition is easy to beat.

I hope this answer was usefull for you.

If you have 15 keywords then you need to divide your keywords in groups with priority wise, named primary and secondary keywords , use primary keywords in preferred places and secondary after that

Ideally you should target only one keyword per page.
So if you have 15 keywords, create 15 pages.
You can use more than one of your keywords on a page - but focus on just one for url, h1 tags, links etc

I wouldn't recommend using that many keywords on a single page. Generally it would be a good idea to narrow down the list. Or, as seafrontsteve said, use 15 pages - 1 keyword per page. This is a much better way to get ranked. Less is more.
