How to Properly Package PSD for Coder, WP Theme

I've tried and tried and struggled with attempting to create my own WP themes. I either can either code something that looks terrible, or create something that looks nice in PSD and not able to code at all.

If I were to higher a coder to take my PSD and create a WordPress theme, what is the proper way to package the PSD image files? For example, do I need to create all the background images, header, navigation buttons, etc... all separate? Or is it acceptable to have one large PSD image of the entire theme that I want?

Any input would be greatly appreciated, furthermore if anyone can recommend a coder and price that would also be great.

One PSD is fine. Label each layer stating clearly what it contains. Also group related elements. "New group from layers" on right click.
