    You should continue to build backlinks and updating the content. Bing is no different than any other search engine.

    It looks like Bing or Live throws less weight on backlinks than google. So, I do think there might be another way to promote in Bing!

    I have heard bing has started giving good traffic to the site. Although less in comparison, but better than none.
