The best type of marketing is word of mouth. Provide an awesome service. Provide up to 50% cheaper prices than your competitors and have a good quality help system and always respond and fix peoples problems within 30 minutes. Oh, and also use paypal to attract people.

Promote Yourself on Webhosting Talk and other forums , more reputation (that means good service, good uptime etc.) means more clients. If any client will be satisfied with Your host he will propably promote You on his own. Also good idea is to do an affiliate program - You don't have to pay, if thanks to someone you get next customer you can lower his price per month or something.
I've been running a web hosting business for over a year now. I'm pretty much convinced that I will never be able to compete for the most competitive keywords. I've recieved a limited amount of traffic from SE's and haven't found any good places to really advertise. Maybe if you could find a more specific niche than myself to market to you would do better. About 80% of my clients at this point are people that I have done web development for. I'm making some money, but not much. Just want to be honest with you before you invest a lot of money.

If the price is reasonable, most clients won't bother transferring the site. Reply to ads on Craigslist for websites needed. I my self have found that the best way of promoting web hosting is word of month, tell your mates and family you got a web hosting business and tell them abit about it, what I wouldn't do is email friends and family or email random people telling them about your web host as that is spaming and how i look at it, is if someone emailed me about a web host saying how cheap it is etc i would delete it straight away, like any emails that contain selling things in them, in my eyes email isn't the best way of promoting, word of mouth is best bet!

If you can provide excellent quality hosting, excellent after sales services and have a manpower enough to solve customer problems in timely manner then your web hosting business would growth. I would say start an affiliate program and push it as hard as you can. Provide as large of a payout to your affiliates as you can afford. Also remember that hosting is a global market and that you will be competing with people from outside your country.

Optimize your website for local search engine and do some offline promotion like give ads on classified section in local newspaper/yellow pages/phone directory etc that may work for you as starter. Also you may consider for doing cold call from the list of your local contact.
