    well most people pay people to post in forums check the BST here.
    Or you just have a group of friends over one night with a bunch of beer and a laptop for each one of you and just start makin posts....

    Getting traffic to ur forum isnt that easy. because , activity will be missing there , No wonder every new member will leave your forum , because of lack of activity. So , my first advice is to close the forum and start marketing it viraly . Advertise it , that a great forum is launching on 1 january , then on 1st january after months of advertising , open the forum . You will see good amount of traffic , people interacting with each other and basically enjoying themself.

    I think to have forum poster is the hardest step to begin with. If you have a niche topic that you can you friend enjoy talk about you can have your friend post for you to get the ball rolling and there are paid post service that you can use to populate your forum but result may vary.

    I would agree with Ankur on some degree. But i think that waiting too long could have a negative effect on you. Perhaps a nice combination of a launch date that is sooner and offering monthly prizes when you do launch. Be sure to get some hype about the prises before hand and get a list so that you can keep people on edge, try not to over-notify them but try make sure that they don't forget about it.

    pay forum posters seriasly thats a quality way to get the popularity of your forum up and give it a post boost to look like its very active also there is something by the guy t0ps30 on dp here some sort of forum software which raises the quality of your forum

    may be you should run campaign on your local areas, poster campaign is one thing, another may be sweep taker, to people who register to your forum a chance to have a free give away Wii or PSP, etc.

    I agree with "proson", create a buzz with a re-launch of your blog. Do an affiliate content, who knows it may be a million dollar business. Keep it up and hopefully your advertising should work.
