    You'll need to get some paid posters.. to start up your forum a bit, then promoting it would be easier (as people are more comfortable joining a forum t hat is active).

    You can also try hosting contests..

    All what the above said - all together + plant the seeds in a like subject forums, add comments (not as spam) in relevant articles. gather few friends to produce posts and threads, to make the forum live and kicking.

    Affiliate with some other small forums (as big ones won't affiliate with new forums), look into SEO and sitemaps (I'm not sure how this works with phpBB), and get some activity going (make some threads, make the forum look like it's active).

    I agree, you need to get some paid posters. You may also want to make a custom skinned template for your forums aswell as it seems rather defaulty and people will notice that.

    Get some competitions going, get an attractive skin that fits the forum genre and then tell a few friends, i used to say i'd buy them a pint next time we were out if they would start a few topics. They managed to get a few other people interested, even though the forum was adult related in terms of sports and going out to clubs etc.. people started to join, and chat about anything. Just tell people about it, word of mouth worked best for me aswel as making tees with the url on and a few funny quotes on the front.

    For one thing, don't use the default skin. Even the logo says phpBB. I'd say, work on the site first before promoting, because if you get people to visit and see that, you'll lose them.

    I also agree that you will be able to get paid posters, but once they finish they will not stay as the forums doesn't not look that appertising with the default skin. Make it custom and good so that people will enjoy posting more.

    Paid posters are the way to go. For a small investment, you can a quick population in your community. I can do posting too.

    Paid posting is a good way to start it off, but if you have a rather large forums, then making it look rather full you will need to spend at least $2,000 on it. So the smaller you start your forums the cheaper it will cost when making it look rather active with posts.
