Contests can work, you can give out "points" each time a user uploads a picture.. and then the user with the most points at a set date wins a prize! Another way you can do this is through buying advertisement sites off webmaster niche sites..
Contest may be work but peoples are not so interested at Money related contest there must be something different.
A referral program can work out if you offer such opportunity to your existing customers and reward them on referring new customers.
Well if you want to a popular image host offer something the others do not. There are thousands of turn key image hosting sites all the same riddled with annoying ad's and offering absolutely nothing different to the user. Make yourself unique and promotion will be a lot easier than when you need to justify when use your service when you're the same as the next guy.
