You should allow free submission - maybe require a link back so you can raise your page rank. When you actually have links and PR... then it would be easier to get paid submissions.

 

by link back u mean exchange or reciprocal links ??

 

That's up to you. You can request that submitters link you before you will approve their link. Check out other directories to see what they do and find a format you like.

 

but most of the paid directories I found they don't use reciprocal they jst sell one sided link ..

 

But if you are having trouble finding anyone willing to pay for link, isn't it better to get payments via linkback first? It'll raise your PR and is like free advertising. When you start getting a lot of submissions, then you can easily charge a review fee.

I also deal in bulk submissions .. upto PR 6 directories.. like from PR 1 to PR 6

 

First have a professional design. If you are not a designer hire some one who does it. As Bruce said, you need to have "Content" for a directory to succeed. And as some one else pointed out you are not going to earn much with a PR 1 directory. Try to do some link building and get it raised. Remember PR is just an attractive tip. you need to have solid content to succeed. Other wise what's the point in having a directory. This is what I learnt in last 1 month as a directory owner.

May be to get started on the sales part, try to promote in list and sites where people are looking for free directories. Have a paid option for minimal cost. This would help you get some decent sales to get started.
