I'd join some webmaster forums, add a signature link, and post in the wordpress related sections. You might be able to find wordpress related forums as well. You can get started here: Talk Wordpress.

Start by listing it in the plugin directory on WordPress dot org with the description and everything, then go on webmaster and other blogging forums and talk a bit about your plugin. The more downloads you get, the more likely bloggers will install your plugin and the more will recommend it to others.
I thing yenny id right DP is most popular forum and you can use more forum.One more thing you can comment on popular blog and social media is one of better option for you.
