    There are a ton of ways to promote your website :

    1) Social media
    2) PPC - PPV
    3) Autosurf
    4) Blogging
    5) SEO
    6) Articles
    7) Discussion boards
    8) Contests
    9) Viral marketing
    10) Word of mouth (offline advertising)

    Just depends on what you like more, give or take.

    i think using wordpress is more easier than using blogger, because wp include many automatic plugin for promote our site, is it true? when i use blogger, its too hard to prmoote until have more than k traffic, blogger need a lot of time

    I would say best way is the use adsword.
    But since that you looking for minimum cost then you should try build backlink by yourself such as commenting at related niche blog.

    Autosurfing is a total waste of time no one looks at the sites they just let them run in the background.

    Manual surfing is harder but there is more chance of your site beeing seen.
    However the best way is to use eye catching splash pages that are changed every 7 to 28 days on Manual surf sites, Rather than showing your site. If your splash pages are good they will get click throughs to your site.
