How to promote a proxy site!

    Could anyone tell me how to promote a proxy site?
    Or more speicifically, at where the user in need of this kind site will visit to find a proxy site?

    You can promote a proxy site from the following;
    1) Buy banner/link space on another high traffic proxy site
    2) Submit to a ton of proxy top list sites
    3) Stumbleupon
    4) Yahoo/Google groups

    Could you please suggest a few "proxy top list sites". I have ever found proxy.org but seems it charge very high price for listing.
