Yeah I would find and target a niche. Tailor your services to a specific need in the community so that it's a clear choice for users since your service provides something they need.

You should do some good seo and you should promote it by launching good competition with good prizes in it. You can even promote on various forums too
I second the idea to start off with free, or mostly free, service. Then post in a few places and it will take off quickly, assuming it's fast and easy to use.
