    Partnership section is always available for Premium Member.
    The users you were mentioned above were premium member when they created that post.

    The rule in partnership Section is: "This is a premium area of Buy, Sell or Trade. If you would like to post a thread, you need to be a premium member."

    It basically stated: Everyone whom willing to create thread in this section have to be "Premium Member". That section will only available to Premium Member unless the owner change the rules. It didn't say the thread created by ex-premium member would be deleted after they decide to be "premium membership" anymore.

    The reason what I could think at this moment is: The users mentioned in your post were premium member while they created that thread and they decide not to continue their subscription.
