    The site was called tastygifs.com and the BIN offered was $400.
    I was trying to offer a lower price for the site but could not find a way to do that on the seller page.
    PMed the seller and negotiated a lower BIN price.
    The seller then changed the BIN price to the lower agreed price and then I was able to pay by clicking on the link.
    The point is that there was no option that I could find on the seller's page where I could offer a lower price.
    Was I missing some thing?

    No, if a seller offers something for a specific set price, they don't allow an option to make a lower bid.

    But surely a BIN price is not a set price but a special price if you want to purchase the site right now instead of waiting for the time that the sale is going to be on for.
    Hence Buy It Now BIN!

    Offering a lower price, in case no one BINs it as it were, can only help the buyer and the seller to do business.

    Is that not right?

    If the seller is willing to setup a sale with a reserve price (minimum they would take), but would like more, they can set it up as such (as an auction). If the seller wants to sell something at a specific price only, they can do that as well. Really up to the seller.
