Placing links in a way that that passes "Page Rank Juice" is prohibited according to Google. How can we place "Dofollow" links in a manner that is safe with Google........Any example syntax??

Look to obtain contextual links as opposed to links that are simply placed in the footer. If you opt for this technique then unless you're using link farms Google cannot say with any degree of certainty whether the link is natural, or paid. WebDev
totally agree with above.such practices will not yield much results...just make sure the luinks are part of organic content and that the links go back with a dofollow tag....
Thank you all for replying.........Actually I got some paid advertisements. Google says that Paid links that pass page rank juice are a violation of Google Terms...Thats why I asked how to place a link that does not pass page rank juice...Obviously "nofollow" attribute is not a choice. Any further guidance?
Linkfarms are useless and an overpopulation of links from these sites tends to naturally demote an entire domain...

I am not sure I understand what you mean. If you did a link exchange and want to know where to place the link, then you can place it on the sidebar under your Resources section if you have one or a Helpful Sites list. Another option is to write an article and then link to that external website as resource. Hope that helps. Have a good day!
Also, you have to think of natural links and you have to build natural links for better result, if you are going for paid links then be sure that you are not caught by Google.
