How to place a Chargeback?

    Hello friends

    Recently i Bought a Item on ebay (about 10 days ago)

    Its a Digicam and Seller has Power Seller Rep
    They Claim that they will ship the Item withing 3 Days after payment received
    I payed on a Same day

    But when 3 days Passed I didnt got any mail of comfirmation from Seller that he shipped my item
    I do get Two Mails
    1.Thanks for Buying
    2.Thanks, Your Payment Received

    Since than i am Mailing him everyday and he is not repling

    My Paypal in Non-US Verified and it is Verified with VCC
    Address is Confirmed

    So i mailed him today (each email Address of his) saying if wont reply in next 3 buisness days i will placea Chargeback

    But how to place a Chargeback?
    What do i need?
    Does paypal require CC statement for this?

    Please Help

    If you paid via Paypal then you can raise a dispute at Paypal's end. Since you did not pay using a credit card, you cannot do a chargeback. Take the dispute avenue first. Chargeback is really drastic and Paypal will get hurt in-between because of the fees they have to absorb when that happens.

    I would believe so provided the other party has not withdrawn the money from his account as yet and that he cannot provide proof that he has already delivered the product. If you raise the dispute now, I believe Paypal will hold that amount. Do it fast.

    As an ebay seller, I can tell you that this is no big deal. If he is on the other side of the country and mailed it out after 3 days, mail can sometimes take over a week to reach you... granted, this is not typical, but it happens more often than you'd think.

    Once, I mailed something via Priority mail and it took 13 days to reach the buyer. I have no idea why this happened.

    They Claim that they will eMail you the Tracking Number when they shipped the Item
    I live in India and item is coming from Hong Kong

    But No Replies of my Emails after payment Sent
    I can see that he is Giving feedback to others means he is Coming Online

    Might be he just dont want to ship :p
    I will wait for 12 Hours only and than place a dispute
