How to override account review ?

It's obvious that all new adwords accounts are under review for a time. I have some queastions regarding to this situation.

Is there a way to override this review process?
Maybe it can be a good idea to buy already activated and used adwords account ?
Are there some keywords, spend limit,daily limit,funds that trigger editorial review?

Even if you somehow "override" it, (which you can't), they have random reviews too.

 

your account goes under review every time you add a new text ad or URL. Buying an old account would have no benefit for this situation...

But it would be good to get around the history discount problem
