How to optimize weblayout under different screen resolution ?(div tableles css style)

    I have some problems with optimizing the webdesign/layout with different screen resolution and different browsers .
    Where is the best place to read to optimize for google chrome , and
    to optimize weblayout under different screen resolution ?(div taleles css style)
