In exactly the same way you do any other kind of site - keyword research, keywords in urls, page titles, content, backlinks. Did I mention the keyword research? It's the most important part. As long as you're not being paid to optimise a site on a widely popular free cms.
Have to agree with madga. Joomla, WordPress, Drupal, any other CMS, any static HTML site... any site using server-side scripting like PHP or .Net... All should be optimized using the same techniques. Google and other search engines could care less about the platform on which a site is built (other than Flash! It's a whole other story). All they care about is the resulting HTML that comes back when their user agent or a browser requests a page from your site.
There is a SEO plugin available to make the URL structure same as wordpress - which can be easily crawled and making XML sitemaps for your site is always advisable. Hope it helps...
