How to optimize any new web sites from initial stage?

    Actually I am newer in search engine optimization fields, I want to know that how to optimize any web site from initial point.
    Please tell me whole method what should be do for new sites.

    1- put a site map in google and yahoo and bing webmasters tools first.
    2- optimize your pages (h tags, meta descriptions, keywords).
    3- good content.
    4- a lot of backlinks.

    You can get all the basic SEO optimization instructions on Google Basic SEO PDF.

    Next, is just backlinks (offsite), but more complicated.
