Google always gives priority to local sites. I mean to say if you search anything sitting in Australia, they will show you sites that is hosted in Australia or has .au extensions. But if any site comes up right at the top the result in google.com, normally comes up in other extensions as well. First try to have .au extensions, and get it hosted in Australia. Then do whatever you did so far as an SEO. You will get the result

Very good advice netyourown. Being an aussie site doesn't mean much. Optimise it as you would any other site. Googles only involvement is in the tld. Aussie sites have .com.au. Tell your client not to be a cheap scape. If they want to market later on world wide, get them to add a subdomain making sure to add a good national keyword in the domain name.

Optimize your site by targeting Google.au instead Google.com, host your website in the server of Australia, join discussion forum containing domain .au. submit your site in Australian Directories. exchange link with Australian Website. And I know it's quite easy to get ranking on Google.au, do all these things.

Try submitting to high value websites that came from search engines in a specific locality or country, in your case Australia. :)

Some excellent advice already. We are an Australian agency that works for clients in Australia and across the world. Given that they have Australia as the initial target market and then have plans to go global.
I do not believe that hosting makes any difference. We use a global (US-based host) for .com.au and .com sites. These are flagged in our Google tools to target the Australian market.
Also, make sure that you make use of Google Places for your client. Excellent traffic comes from this offering and it is free.

We believe (only Google Algorithmn people really know) that a mix of Australian, city specific, product, service related sites give you the most power.
