Do it the same way you would any other site. Take a look at adobe dot com and type in "click here" in the google search engine... who comes first? Adobe. Now take a look at adobe's home page, right click and view the source, do you see "click here" mentioned anywhere? Nope... So why are they ranking so high for that worthless phrase? Cos heaps of people are linking to their site with "click here" in their anchor text. So, same theory goes here, for as long as you point as many links as you can with the desired anchor text you want, you wont have a problem, however, there is a downside to not having the phrase located on your web page. It requires more links. So, what I would do is put in your main phrase and 1 or 2 other related phrases in your title tag, abstract meta tag and description tag, then go out there getting as many links as you can, mixing up the anchor text phrases.
use keywords in title and description of your flash files, you can make some part html and some flash instead of designing the whole site in flash..

Guys Now yesterday google announced about the New algorithm for Flash indexing, so that is very good news for all the webmasters who are interested to make flash files in their sites.
