    Hi Sud123,

You may want to take a look at Allfeeds.com's PPC programs - their CPC is typically lower than their competitors, and their publisher base (of which I'm part) has many sites in Google's top 10 SERPs. This combination may provide you with the ROI you seek. You can click on the link in my signature if you'd like more information.

Optimize your advertising in two places:
    1) Media partner (optimize your ad text, ad placement, and ad tweak your ad cost)

    2) Landing page (adjust your landing page to maximize ROI). There are several tools out there that can help you with this (but will require some cash)

You can also try to buy impressions on mobile phone oriented sites
or forums. I know it worked not bad for my site.

Another idea is to create a landing page instead of sending
    buyers directly to your provider

Aiming Adwords, try to build your ctr first

for a new site overture is a better option, go for miva and clicksor to bid on high searches keywords.
