I am not sure but for my sites, it means that MSN like to see them updated. The more I update the sites, the better the ranking in MSN is. This is what I think work for MSn for my sites.

Get links from URLs in result pages using your keywords. Try to get them using your KW as anchor text, pointing to your landing page. That should work on any search engine.

If you follow a standard path and optimization route like adding links and good content to your site, you will see good results in the three major search engines.

You will get some benefit if your main keyword is included in your Site URL. On-page optimization also plays a big role on MSN.

Well people around generally follow the right technique to rank well in major serach engines, instead of focusing to rank well in MSN follow the the guidelines to build your sites, but might there would be a change that you and your site loose loose rank in Goolge and Yahoo.

So instead of following any specific guidelines, try and follow the basic guidelines and build your for the human, neither for the engines.

when i used to dabble in seo, the 1 thing i actually found was msn was based more on on page content. If it had quality content you would be ok.

Unless there was a site with good content but 1000 backlinks. Then it would presume the 1000 backlinks were right however i did this about 3-4 years ago im not sure how true it is now

Optimising website for MSN (or live these days) search wont bring more traffic in most of the cases.
You can rather optimise your website for Google & yahoo.

Still it depends on the website & its content of how much traffic you can reap from MSN SEO.
hint: try to figure out who uses MSN searches more. (housewives mostly ?)
