How to move a site to a new domain with an alias?

I already have a site built on a new domain. And I want to redirect people from the previous domain to the new one. But I don't want to do a 301 redirect because I have a very spammy backlink profile and a page rank of 0. So I want to do a domain name alias. But I first want to remove the old site from google with their URL removal tool. If I were to completely take the site down and use that tool to remove it, it says something with the removal tool that you have to first robots.txt the file and return a 404 or 410 status code. But if I do a domain name alias I will not return that code. It will simply go to the new site. Plus they say that the removal request expires after 90 days. But since the page will be gone does that matter? Should I put a robots.txt file first, then use the removal tool, then wait two days then do the alias. Or how should I do this?

    Thanks
