    Instead of CPC you should go for CPM , search for top CPM companies

    You can see this list of CPM networks and see it for Yourself :). The first one from the lsit pays up to 1.80$ per 1000 impressions of popup (with UK/US based traffic - other countries = lower rates), pays twice a month, through Paypal with a 100$ minimum :)
