You could use AdWords but this method is expensive but will provide you with fast results. If your not up for AdWords then I would recommend SEO is your best bet, I would employee someone to get your forum into top search results for your certain keyword. Once your there and receiving traffic employee about 20 forum posters for a few weeks to post daily so your forum appears active, hopefully during this amount of time you will attract lots of regular members who will carry on the discussions and keep the forum active!
And get some friends or pay some people per post to make your forum look more active, otherwise no one wants to join an empty and dead forum.
How much does it cost to buy 10-15 quality posters? If the forum is going to succeed, the posts should be of a good quality.
you could also buy registrations. some companys can sell you registrations, they will market and stuff i geuss, for like 50-100 cents. there is no guarantee they will use the forum though
it is difficult and it will take some times ( some 2-3 months ). first get some good backlinks and make google to index your complete forum. since you are concentrating on single niche, it is easy to develop your forum.
