Well, coming here is a good place to start. There are several people always interested in reviewing new ebooks and reading about them. Throw your ebook into the freebies section of Buy, Sell, and Trade. As well, keep an eye out for people you think might benefit from your article and PM them when you think it would be appealing to them.
Put it in freebie section in DP and inturn ask for reviews...you will get good response and good luck with your work

Well there isn't much point in promoting it for free unless you will gain from it. The best thing to do is to establish a decent blog first and then release it to your readers, gaining you lots of backlinks and word of mouth. But... no one will remember your name, your site is literally just a landing page, so pretty pointless. Looks like a spammy 90's page promoting some spammy shit.
