there always is the "cheating" part to making your forum work there are sites that offer packages that say they will have someone on your forum 24/7 to make it look like its active. Post a certain number of posts to make your forum numbers look alive and post new threads ive ordered one of these services and ill let you know it went.
I wouldn't really call it cheating, forum population is a proven way to boost activity and is a great method for new forums looking to promote activity and registration.
