TinyMCE is pertty powerful. I'll vouch for it. However I believe it does use some deprecated tags, like <b> but that's not that big of a deal to fix.

I used HTMLarea on my free HTML editor page, but it appears the site is no longer live so I can't just send you to the link where I get mine - however the site has been converted into a sort-of directory of HTML editors that can be embedded into sites - most are meant to be inegrated into a CMS backend or something - but most can work outside of that functionality as a text are replacement.

    Check them out here: HTMLarea

[edit changed the HTMLarea link away from the spammy frontpage into the actual listings - man that site has been overtaken by ads!]

I would search google. There's a lot of developers who will sell scripts for small amounts of money.

FCK editor doesnt need any database "to work" - though obviously you will need to store the output somewhere.

We use an ASP.Net solution after not getting on with FCK Editor

FCK editor works with PHP & ASP.Net and a host of others (though doesnt support viewstate etc in .Net)

tinyMCE doesn't work in Safari... that is until 3.0 was released. Still, it's not a great cross browser WYSIWYG. Anything with view mode doesn't seem to work well in Safari actually.

I am building an editor much like this one that powered by JavaScript. You make a selection and click the tag from the glossary (top) to apply it. It has a resizable textarea (like this one), but it's draggable with the mouse. It's implemented via one line of PHP for ease of use, but it doesn't need to be. Also, it has a live preview of the textarea and updates as you write in the text/HTML. All fields (glossary, textarea, and preview) can be collapsed if you don't want to see them.

So, in short look into DOM JavaScript.
