how to make wordpress theme responsive css

    Hello friends,

    I am Rahul Kashyap from India. I am new in developing and I want to create a Wordpress template with responsive css. I need your help for it. So please tell me how to create a responsive Wordpress theme for every mobile, tablet and browser.

    i created some template in php with css and html, but they not proper working in mobile and other device. when i opened them. i got resolutions problem. So please tell me how to improve it. hope you will give me useful suggestion and any tutorial :)
