You can do that with Camtasia or CamStudio (free). The software records all the screen activity and you can edit later, and text, pictures, voice overs, etc.
Camtasia, Camstudio or Jing will do the job. I know many people will point to elance for an outsourcer, but I prefer odesk myself as you can more accurately keep track of what your outsourcer is doing there.
