If you are serious about your website, you should bot choose blogspot. All blogspot has lost their ranking after the Google update.

 

you may use good pr blog directories for your blog submission and try to use smo and social book marking for your blog which can drive traffic for your blog.

 

that's not true man... in the recent update many websites have lost their ranking as well. everything about quality content and backlinks. IP based redirection is not an issue. on the contrary that's the good practice. I would surely agree if you said free blogger have many limitations.

I like self hosted WordPress (.org) blogs the best because of the flexability of the platform for SEO. Love the plugins and widgets to customize sites easily. Blogger is better used as a feeder/minor site.
