    Here you go

    1. Keyword Research - Only target keyword in the high paying niche. However, most of them are likely competitive ones and need your dedication to get traffics.

    2. Filter Garbage Ads - Check ads on displaying on your site to see if some of them ma be a garbage site. Most of them are intending to pay at least at possible so you would get much less too. Kick them out and only allow quality advertisers ads for displaying.

    3. Build quality site - Even the ads displaying on your site done automatic by Google. You should be aware that many quality advertisers do care on quality of the site displaying their ads. If they found your site is too garbage, they may filter your site out and prevent your site from display their ads.

Yes, I think the main point is to simply have content about the main high paying keywords you are wanting ads to be displayed about.
There is no real way to actually force high paying ads to show... or else everyone would be doing that.

Change the content or at least tweak it a little more. We had a website once that was getting crappy .03 clicks. We were able to change the content to something in which people pay more money to advertise for. Our clicks increase to about .15 which was way better that .03.
