Is there any set of rules or guidelines to make website browser independent, so i looks and work similar in different browsers like IE, Firefox and Others.

does w3 standards make it so or i have to do more ?

    w3 standards are not enough.

it's possible to make a w3 compliant site that doesn't display correctly in any browser.

the only way to know for sure if it works is to test it.

Standards help, however I recently validated my pages and a script stopped working in FireFox. Had to replace it.
