    IMO You will always fail with a <meta name="keywords"> element like:

    While this HTML element is NOT used by Google to rank your page, it is an example of keyword stuffing which is a violation of Google's Webmaster Guidelines and can get your URL penalized.

    BTW you could have a score of 100% there and not have a single relevant targeted keyword phrase rank in the top 100 at Google. Forget about trying to please some tool that someone wrote and concentrate on pleasing Google, Yahoo!, Live/Bing, Ask, or any other search engine you want to rank in.
