If you are setting up the server for learning purpose, I would suggest you to install an integrated solution like xampp. I consists of Apache Webserver, MySQL, PHP, phpMyAdmin etc. It will be very easy to setup too. For more information visit http://www.apachefriends.org/en/xampp-windows.html
XAMPP is a great place to start learning about apache and php, but unless you really know what you're doing, hosting your own site is probably more trouble than it's worth.
A better package is WAMPServer Making your PC a webserver for production purposes is not worth the effort.

you need to have a static IP first so that every time you log in your login ip remains same. Then install a server like Apache or any other you like and you are done.
I am curious to know about this. But only for testing. Do you mean, Incase my ISP changing my IP every time I connect to internet, I cant make my PC as a webserver? THanks.
The problem is that ISPs generally do not allow you to host a web site on your computer. And they do this by allocating a new I.P. address each time you connect and also blocking required ports. Having said that, you can get a static I.P. addresses by either upgrading your package to something like a "business package" or shift to an ISP that does provides one. The cost of a static I.P. can be an extra $30 to $50 per month maybe even more. Check with your Internet Service Provider. This, in my opinion, is just too much when web hosting companies offer feature-rich packages for as low as $10 per month.
you can sure do it, but you think its worth of taking this much problem, because resources you will be using it will cost you more and it will be more headaches, where you can buy a good hosting plan in very low cost
XAMP is an alternative to learn in a conventional manner about Apache and functions. Very impressive and great to know about it.
Some companies offer additional IPs for as low as $10 a month. In regards to hosting from you own computer. I would host on a server but do a shadow site from my home so that I could work out the kinks. I guess it depends on if your site is for learning or for business. It is a pretty heavy undertaking in my opinion.
