What about finding another more profitable niche to focus on? Those free things are not worth the effort from a long term perspective.
I actually think that seo4china has the right idea, lol. The overhead on a free image site has to be through the roof! Though, you could likely get some good articles going on photo editing. Try getting some that deal with something OTHER then Photoshop... Adobe products cost too much and I assume most people use cheaper alternatives.
