Artisteer is the easiest solution, but there is tutorials on the web about basics, but unless you are using the fore mentioned software, you still have to know html/css.

If Artisteer dos not create extraneous code and still allows the site to remain SEO friendly, it is worth the $130. Sometimes lazy is good.
Give Artisteer a try, at the moment it can provide only blog style layouts but the customization options are well done.

Joomla extensions (which is the collective term for modules, plugins and components) fall under programming, which is why Artisteer doesn't create them. There are several online guides you can find via Google. "Joomla Hello World" is one of my favorites. http://www.vojtechovsky.net/joomla/component-helloworld-2-create-tutorial-guide-en.html I've pulled together my own documentation from trolling the web, as Joomla's docs for the new 1.5 version are a bit lacking, but the information is out there. With Joomla 1.5, you have MVC (Model Viewer Controller) introduced. This is a bit more complex to learn, so I'd suggest you first learn how to do basic Joomla programming (non-MVC) THEN jump into MVC once you're more comfortable. Please note that you DO NOT have to use the MVC in order to code a fully native extensions - just that MVC is the format officially supported by the Joomla project. Write a simple extension that works, then worry about MVC later (this is what I was told by a professional programmer).
Now THAT is a conversation in and of itself. I made a lot of custom modules for Joomla 1.0 that I'm now preparing to migrate to 1.5. I had to manually port my installation of HWDVideoShare to Joomla 1.5 because my 1.0 version was HEAVILY modded to allow for both audio and video (mp3, mov, H.264/mp4, etc.). I'm in the middle of bridging Joomla and eFiction (which worked for J!1.5.13 but now doesn't quite work right in 1.5.14 so I'm reworking my authentication plugin). And, without fail, I always need SOMETHING custom or otherwise not "off the shelf". Programming is like crack - it's addictive, and can have unhealthy side effects on your health (especially your blood pressure), but you can't quite kick the habit, ya know?

Try Artisteer template maker or join a joomla club. Joomla club is the easiest way to go, premium templates and some clubs are very afforable to join.
