Whats you exact requirement? Are you want to convert the videos locally or in the server when you finish your uploads? If it is in server, you can use ffmbeg which is bulk of library files you can use in your linux server and use the ffmbeg commands to convert all the video files to .flv format. I have already done this in php for my client.

You can download the ffmbeg version for linux server from the following path.

If you want to do the same thing in your local machine, there are so many converters available. try googling them.

If you need to playback the WMV video in the web page, you need the plug-in of Windows Media Player.

 

It seems what you need is a Windows Media Player Plug-in. But most of time I perfer to conevrt to FLV video format.
