I've actually researched this a little bit, and high-bandwidth lines are expensive to get your hands on and maintain.

    a) where are you?
    b) what services do you want to offer? dial? dsl? wireless? hosting?
    c) what will you offer that makes you any better than anyone else in your community? Why would anyone switch? Apart from "I'll sell it for less", that is..

    and of course,

    d) how much money do you have

I have owned 2 faily decent sized ISPs (both dialup based) - we did do some DSL and wireless, but I can honestly tell you that dialup is about dead, yes there are some places that are stuck with it, but to compete with the big boys takes money. There was a place I think called ikano or something like that that offers resell services, but I would think twice before getting into an ISP business these days.
