you can't - against TOS. but if your really wanted to, you could use css for absolute positioning of the images, but the 5 semi-transparent images may not match the ad placements as google now imploys random ad #s in ad blocks.
I have searched google and other forums.It seem to be Ok because adsense code is not being changed.It is make over of CSS

I thought you were not allowed to change the look of the adsense ads other then the colors and the fonts?
As far as i know them halloween ads were designed directly by google and you could get them during the halloween by checking the box in your adsense CP. So you would end up with a different code generated by adsense. Modifying the code yourself to add pictures etc using CSS etc is against the TOS.
its not against TOS for that ad - its made by google themselve just wait for christmas - you will see Santa google is trying ways to make their ads more attractive since the competition is heating up with the entry of chitika and yahoo.
