How to make a website which allows users to send SMS from desktop ?

    Sorry if I'm being noob but I have been learning HTML and CSS these days and I need to make a website.If its sound confusing here is an example :

    www.160by2.com or www.fullonsms.com or many websites are there.

    These websites allow users to send SMS from desktop for free.How can I make such website ? what I have to study now ? please guide me as I'm not getting appropriate source for this.Thanks in advance.

    Im sure you this is going to cost a lot. Going to envolve a lot of servers and programming most likely.
