Joomla can work well if utilized properly. Remember to keep your URL's SEO-friendly. There are many schools of thought on URL structure for SEO, but I have had a lot of success in the tried and true method of keeping your URL's in a system similar to this: yourdomain.com/category/article-or-page or yourdomain.com/category/article-or-page.php(or .asp or .html or whatever your particular poison happens to be) Personally, I think that if you're going to use a CMS, use Wordpress. It will help you develop a foundation in database utilization for web development, basic php, html and css skills, and is SEO-friendly practically "out of the box". A lot of people think that Wordpress is just a blogging platform - these people are incorrect. Many people (including myself in past endeavors) have leveraged Wordpress as a site-scale CMS as opposed to merely a blog. If this is unclear, feel free to PM me for clarification.

i too belong to the school of thought that Joomla does help in builing the SEO of the site. Though there is not written thing about it but i am sure it does help.
Proper title and meta tags, decent amount of keyword usage, no site errors, limited amount of outgoing links, good amount of incoming links.
Depends on the keywords and what site you want to build. Loading speed is important, too. Google for the firefox addon Google Page Speed... If your keywords are common then you have a lot of work to do to get to the top!

Just to make clear that nearly NO WP installation is XHTML valid and only All In One SEO plugin would invite spammers, hackers and scriptkiddies to hack your blog. You need much more plugins for WP to run fast and "secure". And then the problems begin... the more plugins in WP the more hassle you will have. Decent content and a fast valid XHTML site, good strategies and a lot of time for linkbuilding... that's maybe much better. About the AIO SEO plugin... what does it do? Nothing you can't do yourself for a static XHTML site.
That's what I did not say. It really depends on what you want to "show" to your clients or friends, family, ... The website you are speaking about, what is it for? Selling? Information? Fun? If you need a blog, you can install a blog. But I only said that no WP installation is XHTML valid. A fresh installation of WP 3.0.1 has 3 Errors, 4 warning(s). If you install more plugins you will get more errors, more javascripts to download, more css files, more images, more more more.
