    1. HTML
    2. PHP or .net
    3. Flash and CSS
    4. Database

    You install wordpress, install a theme with one column and a right sidebar, preferrably the simplest you can find, have way more posts appear on front page than necessary, and put one gif in each post in centered tags.

    That site is not something you should try to copy, you can do and find better

    There are probably templates you can buy for sites like that and maybe resell in your country, people in USA, India, Serbia etc are aware of template sites
    As far as that site you used, The first opening page is Adobe Flash then after running its Flash file it autoloads the URL to the blog type of site, those images on the site are animated Gifs that have been optimized and clipped/edited for the basic animation without being large files. and without embedding Youtube files. There's a lot of wordpress/ blog templates, web 2.0 etc , and entire templates for sale. Google "Buy web site template" there are galleries of tens of thousands.

    The rest of that site is basic , except for the login section everything else seems to be static for the most part.
