Best theme : rt_novus You can get that from http://www.rockettheme.com , it's free. You no need any plugin , you can create the blog using the section and category in joomla.
Or you can use Earthblog or Relevant. I purchased both but don't use them. I'd be willing to sell my Joomlashack account for $40 and you can have both.
the last joomla site i created was in under 3 hours about 2 weeks ago. place for free themes is www.joomla24.com and www.siteground.com but don't go with their hosting as many say it sucks. plugins vary depending on your site but i always use JoomlaComment, extplorer (site file manager for when ftp is blocked), xmap (for sitemaps), and SEO simple, jumi, among others.
