How to make a basic Ebay geo-targeted banner?

    I was wondering if any Ebay affiliates could help me. All I want to do is set up a basic geo-targeted banner that will take visitors from each country to their own Ebay site. I'm not even bothered about making the link specific.

    On the Ebay Partner site when I go to make 'custom banner' it makes you choose one specific country before it lets you generate code.

    I don't understand why it's not clear to do. I would have thought it would be a fairly common thing to want to do. Can anyone help?
