How to achieve it in google to have site bounded to two regions (Portuguese and Brazil, e.g.) not just one? In google webmaster tools it's possible to set up only one region.

Before regionality cam in on Google sitemaps, they used to use where the site was hosted as the area to show the results.
This tool is designed to change that option should you have hosting in a different country than your customers.

However it was not designed to make your site multi regional.

In fact choosing your area, may harm international results.

The official solution is to have 2 sites, each specialising in that area.

That is how multi national organisations do it.

it's not possible to do that via the webmaster tools, you can only select one and then you can optimize your site for the other google server by getting back links from the same Google server domain extension... and that will help you in both of them.
