Well, http://www.w3schools.com is a very good place to learn how to make websites. But that's for coding the website.

If you're simply wanting to design them, as in make a layout on an image editing program, then a free option would be GIMP, downloadable at http://www.gimp.org. But if your willing to pay for a program, PhotoShop is a very good one.

I learned how to make static sites for about ten years. It really gets frustrating when others
can make a site better and in less time with a CMS. Examples of a CMS are Joomla, Drupal and some
others. Wordpress is not a true CMS yet, but is a popular blogging platform similar to Joomla or Drupal.

Learn the code behind web pages if you want, but do yourself a favor and learn how to use
    things like the above also.

    Good luck. :)

Is pretty much my referance whenever i've forgotten something or just looking for new things to learn. When i first stubmled apon it i never really fiund it to informating trying to create a website from scratch even though its kinda made that way.

If you happen to find one, Books on how to make webpages are really useful. If you cant seem to afford one try hiring one from a libary they usally have one or two.

The two places I learned to design websites that are great are www.w3schools.com and www.tizag.com.

They're both great sites to learn.

You should also look up some tutorials on how to use Photoshop to design websites.

are you looking for coding or for graphics?

Graphics learn photoshop and do a search on Google for photoshop tutorials

HTML I would first go on a site like anglefire and design a page and look how the html is being structured to do different things. At least thats how I learned it over 10 years ago ekkk god thats been a while lol

I use Dreamweaver for programming with html.

It has many tools and functions well with the new
HTML created to help you everything you want, because it is the source of your own,

For a beginner I think should read more basic material, practice, most importantly passion.

type in google "photoshop website tutorials" - for graphic design
    www.w3schools.com - for code

if you dont want to learn html code simple hire frelancer (elance.com, getafreelancer.com...) or if you need hosting service you can get free psd to html conversion on mypsd4xhtml.com (probably the cheapest option, and maybe the best)

I recommend w3schools. But I think lynda.com is great too because you do not have to read a lot. You can just sit back and watch the videos.
