The book by Larry Ullman is good. If you don't want to spend money just yet, I suggest you start with these tutorials -> http://devzone.zend.com/node/view/id/625
Then also look into Youtube, there are many good tutorials there.

First of all, I would suggest you to read through some good PHP/MySQL book and then start working on your ideas. Also I would suggest you to join a community of helpful PHP developers over at PHPForums.org to get help with your everyday tasks. The community is small one at the moment, but helpful and friendly one.

Although PHP is a very useful language to learn, wouldn't it make sense to use existing forum software?
